This is three packages of three refills each. They aren't individually wrapped into the three refills inside each of the three packs. Couldn't beat this deal anywhere else. The wipes seem to be fragrance free not just less perfume., Although I tend to buy Pampers brand diapers for my 14-month old girl, I have always strongly preferred Huggies brand wipes because they are thick, strong, and not too wet.
